New York Gov. Proposes Expanded Health Insurance for Dependents
Keith L. Martin of the Insurance and Financial Advisor just reported on a new proposal by Governor David Paterson regarding New York health insurance. He wants to expand health care coverage by mandating that health insurance companies cover policy dependents up to age 29, at the policyholder’s own expense. Currently, parents’ health insurance plans in New York state cover their children until they are either 18 if they aren’t enrolled in college, or 22 years old if they are.
This age group is at increased risk for being without health insurance: many 19-to-29 year olds are either unemployed and struggling to find jobs, laid off, or working in positions that don’t offer health insurance. Individual health plans are usually far more expensive than group coverage.
Paterson’s legislation will address those issues, in addition to possible provisions for any grandchildren of the policyholder. Keith says that this proposal is a step towards universal health care reform by controlling medical costs and including a large group of generally healthy people in the pool to spread risk. This demographic is a low-risk pool for insurers, but could have a negative effect on smaller employers.

Is not having medical insurance for children in New York considered neglectful?

Being that this is New York and one of the biggest publisized issue is that no child shall go without health care, one would think that not having insurance for children is neglectful.
I dont know and would like to find out if my thinking is correct.
Not if you have other means of obtaining medical care, such as paying in cash, being a physician or having access to a free clinic.

What is the best medical insurance in New York City?

It is like asking what is the best restaurant in NYC. There can be no definitive answer. When asking about health insurance how do you define "best"? Does best mean the cheapest premium or does best mean the finest coverage money can buy?
You need a trusted adviser to help you through the process of purchasing health insurance so that you understand what you are purchasing. Some may suggest going on line to get a quote but you probably already know that there is much more to health insurance than price. Some might even suggest a discount plan which is not insurance at all.
Ultimately, you are the one who determines the affordability of your health insurance plan by deciding how much you will participate in sharing the cost of your health care with your insurance company.
If you choose a plan that covers everything i.e. doctors office visits, prescription drugs, preventative health benefits, maternity coverage as well as low deductibles and low copays your monthly premiums will be significant.
On the other hand if you are young, healthy and use the health care system rarely you could consider a plan that covers only the major health catastrophe which will result in a relatively low monthly premium. You then can use the monthly premium savings to pay for the occasional doctor visit and still come out ahead.
Check with the agent that writes your home or auto insurance he/she can provide you a health insurance proposal that takes into account your budget and health situation. They can answer questions as to what is and is not covered by the policy, explain deductibles and copays and show you the hospitals and doctors that participate in the network.
Use the Internet to educate yourself but use an agent to purchase the coverage.

Paterson's proposed budget for 2009-10 expands eligibility for more New Yorkers to be covered by public and private health insurance and provides incentives for access to the kind of primary care and preventive services that can help avoid unnecessary emergency department visits and costly hospital care. Nearly one in four New Yorkers, or 4.5 million residents, are enrolled in public health insurance in New York. Some 3.7 million children and adults are covered by Medicaid, 518,000 adults by Family Health Plus, and 365,000 children by Child Health Plus. In 2008, the governor expanded income eligibility for Child Health Plus from 250 percent to 400 percent of the federal poverty level ($70,000 for a family of three), making an additional 64,000 children and teens statewide eligible for subsidized coverage. Additionally, families with incomes above 400 percent may now buy into the program at the full monthly premium. Paterson's proposed budget for the next fiscal year supports further steps to assist the nearly 2.5 million New Yorkers who lack health insurance. His budget expands access to health insurance for uninsured adults by increasing income eligibility for the Family Health Plus program to 200 percent of the federal poverty level. His budget also streamlines and simplifies the application process for all public health insurance, making it easier for New Yorkers to enroll and stay enrolled.
