Ex not following Insurance Rules and Wants Father to pay difference?

My husband ex-girlfriend doesnt follow the rules when it comes to their daughters medical insurance. The insurance would cover 100% if she followed the rules however she doesnt and want us to pay the difference. Does my hushand have too? Ex lives in Vermont
