health insurance & full time college students - Rhode Island Laws?

my boyfriend is 20 years old. he is a full time college student and has no time for a job. he still lives with his mother because he's saving up money to move out on his own. because he doesn't have a job, he has no health insurance. when he turned 18, they took him off his mother's health insurance. they have very little money in general. is there anywhere they can go to get support such as food, clothing, etc... and also as a full time student i would think he is liable for health insurance through his school - community college of rhode island (CCRI). your advice is greatly appreciated. thankyou :)
They can go to his church for financial help.
And most colleges DO offer a health plan you can buy into.
But I'd suggest, if they're that broke, he needs to get a full time job, and do college part time.

Rhode Island law on when employer must give employee health insurance forms to fill out before due date?

My friend was recently employed by a university in Rhode Island as a public safety officer. He went through an orientation about 25 days after his hire date and at that orientation he was given the necessary forms to fill out for his health insurance (to be covered). I read on the forms that you must submit the paperwork no later than 31 days after hire date, but he's pretty sure they told him he had 31 days from orientation. Either way that would have only left him a couple of days to read over everything and choose a plan. He then tried to submit the paperwork (about 10 days after the orientation) and they told him that it was too late and he would have to wait until January.
I'm just wondering if there are any laws that would require the employer to give the employee a certain amount of days to choose a plan...

He has 31 days from HIRE date to submit the forms (IRS reg). He needs to go straight to HR to explain that he went to orientation late and was not aware of this time line. They can make an exception but it is not guaranteed.
If they don't make an exception then yes he will have to wait until Open Enrollment where he will be electing benefits effective January 1.
By the way, benefits are governed federally and by the state. (ERISA). Also because benefit deductions are commonly taken on a pre tax basis there are certain guidelines companies have to follow to keep their pretax status (i.e. 31 day deadline).

I am employed at a national company who has headquarters in South Carolina. I live and work in Rhode Island. I use my parents address address in Massachusetts for health insurance purposes. I have a chronic condition that I have been seeing a doctor in Mass for the last ten years. When I moved to Rhode Island 4 years ago, I wanted to maintain the same doctors. I was offered two insurance plans and the Rhode Island plan would not allow me keep the same doctors. The second plan that I chose allowed me to do so. I believe because the Massachusetts address is being used, I am having Mass taxes withheld even though I do not work in the state. Do I need to file a tax return for both states anyway?
You are aware that, regardless why you did it, you have committed fraud by telling the insurance company that you live somewhere other than where you really live. If you didn't want to lose those doctors, you should have stayed in Mass. How do you know that the new doctors would not be just as good. You could have seen the old doctors while living in RI, but you would have had to pay out of pocket. Those are the only honerable things to do. Simply "wanting" to maintain the same doctors is no reason to commit fraud.
That being said, you do not owe tax in Mass since you neither live there nor work there. You do owe tax to RI. You'll have to let RI know you've been living/working there for the last 4 years and they will want back taxes. You can ask Mass for the taxes back that you paid them for the last 4 years by filing amended tax returns showing that none of your income is taxable by Mass because you neither live or work there. Each of these major sectors of our health care system creates a roadblock to reform. Each is an open-ended system of payment that encourages everyone involved--consumers and providers--to use more resources than they would in a more normal, less-insured market. First Roadblock: Private Health Insurance In 2007, private health insurance and direct payments by individuals accounted for 46 percent ($1.04 trillion) of total health expenditures ($2.3 trillion). The modern form of private health insurance began in the 1930s, but the industry's major growth occurred after World War II. The percentage of those with hospital coverage increased from 10 percent (12.3 million) in 1940 to almost 90 percent (178 million) by 1975.
