Frank Knapp, president of the S.C. Small Business Chamber of Commerce, also supports an overhaul of the tax structure. Property taxes need to be lowered, he said.
“That’s the only way we’re going to solve the property tax issue for small businesses,” Knapp said.
The first step, Rawl said, should be a change in the way South Carolina creates its budget. Rather than forecast revenue, the state should base each annual budget on the previous year’s revenue, which Rawl said is a more reliable estimate of how much money will be available.
“Projections can be wrong,” he said.
As for overhauling the tax structure, the state needs to make sure it is collecting equally through income taxes, property taxes and sales taxes.
“You have to find balances within the different tax sectors so you don’t have big swings in these economic downturns,” said Rawl, a former S.C. Department of Revenue lobbyist.
