Alabama Auto Insurance Companies Lower Rates
 The two largest providers of Alabama auto insurance recently announced plans to lower their rates, according to Jeff Amy in the Press-Register. State Farm, which holds almost a quarter of the state’s auto insurance market, will lower its rates by about 1.8%, as of January 12. Second-place Alfa Insurance is going to decrease its rates by 1.7% to 1.9%, depending on the subsidiary which wrote the policy. Those rate changes will go into effect on January 26.
Progressive Insurance also intends to lower its insurance rates for one of its Alabama subsidiaries later this month, by 5% on average. They’re the fourth-largest insurer in Alabama.
While Jeff warns that these lower rates won’t necessarily apply to everybody, it’s still a good idea to check out State Farm quotes or Progressive Insurance quotes, as well as Alfa’s, in order to keep up with rate changes in Alabama.

I am looking to purchase car insurance in Utah, does my name have to be on the title or registration?

If you are looking for your own insurance policy, then it has to be for your car, which means your name is on the title/registration.
If, however, you are seeking insurance so that you may drive another person's car, you need to be added to their insurance policy, which means their insurance will cover you and any accident-related damage done to the car while you are operating it.
If you're not related to the person whose car you wish to be insured for, I don't know how easy it will be for you to be added to their policy. You'll have to ask your insurance agent/representative. I suggest calling around to local branches of insurance companies to ask for the specific details of the regulations.

Can I still be on my parents car insurance policy if they are in a different state?

I live in California while my family lives in Utah. I have been on my family policy and about a year ago I registered my car here in CA. CA requires insurance (which I have, but in UT). My family is still paying for my insurance but the license plate listed is my old Utah plate but I am unsure if that counts now that I have CA plates. Does anybody know details behind this?
as long as the insurance company shows the car is registered in CA you should be fine. You should be getting CA ID cards as well as Utah id cards. I recommend you call the Dmv to be sure that will work in your state but I do insurance work in your state and never seen it to be a problem.

I have had a couple tickets and just recently got my license back after it was suspended for 2 years. I also have some bad things on my credit report but I can't seem to find car insurance for less than like $140 a month, and that's just liability! can anyone help me
Get an insurance broker to help you find the best rates. I doubt you'll find anything that you feel is reasonable given your past record and credit history. You represent a large risk to insurance companies.
